Russia and the United States have agreed to immediately begin negotiations on a Ukrainian settlement. Reports about this appeared following a telephone conversation between the leaders of the two countries, Vladimir Putin and Donald Trump, which took place on March 18. It lasted more than two hours. During this time, the presidents, in particular, discussed the prospects for concluding a 30-day truce in Ukraine, previously proposed by Washington. The Russian President responded positively to the initiative of his American counterpart on the mutual refusal of the parties to the conflict from attacks on energy infrastructure and gave the appropriate command to the Russian military. Putin conveyed to Trump the key condition for a diplomatic resolution of the conflict — the complete cessation of foreign military assistance and the provision of intelligence to Kiev. As a gesture of goodwill, Russia will transfer 23 seriously wounded soldiers to Ukraine. On March 19, prisoners will be exchanged according to the 175 for 175 formula.

Putin and Trump had a telephone conversation

The telephone conversation between Vladimir Putin and Donald Trump began at about 17:00 Moscow time and lasted almost two and a half hours. It was a logical follow-up to their first conversation on February 12 and, according to media reports, went "very well."

"Mutual interest was expressed in normalizing bilateral relations in the light of the special responsibility of Russia and the United States for ensuring security and stability in the world," the Kremlin said in a statement following the talks.

The leaders not only reaffirmed their commitment to a peaceful settlement of the Ukrainian conflict, but also agreed on concrete steps: a 30-day moratorium on strikes on energy infrastructure, prisoner exchanges and the transfer of the wounded. Putin declared his readiness to work with American partners to thoroughly explore possible ways of settlement, which should be comprehensive, sustainable and long-term.

"The key condition for preventing an escalation of the conflict and working towards its resolution through political and diplomatic means should be the complete cessation of foreign military assistance and the provision of intelligence information to Kiev," the Kremlin said in a statement.

"Without this, the truce will turn into a respite for the Ukrainian Armed Forces," Vladimir Putin noted earlier.

The White House, for its part, said that the parties had agreed to immediately begin negotiations in the Middle East on a Ukrainian settlement, without specifying their format. Earlier, Russian and American delegations have already met in Saudi Arabia and Turkey. Now it is assumed that Russia and the United States will create expert groups to resolve the conflict.

Washington also emphasized the "need to stop the proliferation of strategic weapons," which indirectly confirms its willingness to compromise. Interestingly, on the eve of the conversation, Putin signed an order authorizing American investment funds to sell Russian assets of type "C" — the first such step in three years of conflict.

The context of the preparation for the dialogue was intense. On March 11, in Jeddah, the United States and Ukraine agreed on a 30-day truce, and on March 13, Trump's special envoy Steve Witkoff met with Vladimir Putin in the Kremlin. Even then, the Russian leader expressed skepticism: how can you trust Kiev after the crimes in the Kursk region? In the second telephone conversation with Trump, the Russian president again pointed out the "incompetence of the Kiev regime."

As during the first telephone conversation, when they initially called Moscow from Washington and only then Kiev, the new conversation was initiated by the American side, said Tigran Meloyan, an analyst at the HSE Center for Mediterranean Studies.

— After positive negotiations between US and Russian officials, it was Trump who spoke about him for the first time, which puts him in the position of the most interested person, while Moscow is ready for a meaningful dialogue. Another important component is the date of the conversation, the day of the reunification of Crimea with Russia, which was probably chosen by Moscow," the expert told Izvestia.

How will the conflict settlement process in Ukraine develop?

The first steps towards a settlement have already been taken. Vladimir Putin informed that on March 19, 175 prisoners will be exchanged between the Russian and Ukrainian sides for 175 people. In addition, as a gesture of goodwill, the Russian Federation will hand over 23 seriously wounded Ukrainian servicemen. In the context of the US President's initiative to impose a 30-day truce, the Russian side has identified a number of significant issues related to ensuring effective control over a possible ceasefire along the entire line of contact, the need to stop forced mobilization in Ukraine and the rearmament of the Armed Forces of Ukraine.

Russia should not make any compromises at all, says former CIA analyst Larry Johnson.

"The outcome of the negotiations should be a firm commitment by the United States to immediately end all support for Ukraine, including intelligence, financial assistance, and weapons. If Washington refuses to do this, it means that the United States is at war with Russia, and people should recognize this," he argues.

Tigran Meloyan points out the difference in positions: "For Trump, Ukraine is a bargaining chip, for Putin it is a matter of national security." At the same time, after the Ukrainian authorities managed to tune in to diplomacy for the second time and agreed with the United States on a temporary truce, the United States resumed military assistance to Kiev. The Pentagon has confirmed the arms shipments.

Now, the White House does not rule out territorial concessions and claims that this point was discussed at the US-Ukrainian negotiations. Of course, this causes panic and discontent in Kiev and Brussels. However, as Meloyan noted, "Europe and Ukraine are now only observers — their fate is being decided in Moscow and Washington."

There has already been an international reaction to the talks between Putin and Trump. The UN noted that they welcome the dialogue between the two leaders. The conversation between the presidents in Hungary was positively received. The country's Foreign Minister, Peter Szijjarto, said that the parties had taken another big step towards peace. Even Germany spoke positively about the results of the negotiations. German Chancellor Olaf Scholz called the decision of the parties to stop mutual attacks on energy infrastructure a "good start." Kiev also supported this initiative. Volodymyr Zelenskyy noted that he had always adhered to this position. His statements, however, contradict reality. What are the Ukrainian Armed Forces attacks on the Druzhba oil pipeline and other facilities? A strange reaction followed in France. Emmanuel Macron called on Europe to "arm itself to avoid war." On the other hand, the recent steps taken by Paris, London and EU bureaucrats indicate that part of the collective West is not interested in de-escalation, but rather is preparing steps that may, on the contrary, lead to an aggravation of the situation. Suffice it to mention the regular statements by a number of Western leaders about their intention to send troops to Ukraine, although Moscow has repeatedly said that it would not allow the situation to develop in such a scenario.

Russia and the United States discuss bilateral relations

Normalization of relations between Russia and the United States has gone beyond the framework of the Ukrainian settlement. The leaders even discussed the possible holding of hockey matches between the KHL and the NHL, which the parties agreed to organize. The Kremlin confirmed that the Russian Federation and the United States have also agreed to establish cooperation in the energy sector and nuclear non-proliferation. It is possible that questions were raised about the further normalization of diplomatic relations — at least, this was the issue that the parties discussed at the February meeting in Turkey.

Putin also reacted constructively to Trump's idea of implementing an initiative related to the safety of navigation in the Black Sea. The parties agreed to start negotiations in order to further work out specific details.

— Recently, there have been positive aspects in the relationship. These include Russia's resumption of supplies of low-enriched uranium to the United States, Washington's refusal to impose anti-Russian sanctions on the anniversary of its founding, the Americans' vote at the United Nations against a resolution on Ukraine condemning Russia, and possible US-Russian cooperation in areas such as energy, rare earth mining, and even flights to Mars. It seems that Moscow is guided by a new logic — to make economic relations with the United States so profitable that breaking them would be too expensive for Washington, while for the latter, the very process of pulling Moscow away from Beijing is important," Tigran Meloyan emphasized.

Trump, apparently, is ready to play the long game. "Colossal economic deals and geopolitical stability are the future of relations after the conflict is resolved," the White House said. But the outcome also depends on Ukraine: if Kiev accepts the conditions, Washington will get a reason to lift sanctions; if not, the conflict will continue, but most likely without US support. The phone conversation on March 18 was a turning point, but not a finale. However, the fact that Putin and Trump are speaking directly inspires cautious optimism.

The Presidents also discussed what is happening in the Middle East. On March 15, Sergey Lavrov and Marco Rubio had a telephone conversation about the situation in the Red Sea amid the US decision to launch an operation against the Houthis. Moscow has called for dialogue, but Washington appears to be combining force with diplomacy.
