Private school: Rosgvardiya will be engaged in specialized education of guards
Rosgvardiya will provide specialized training for private security guards. The Agency will be authorized to develop and approve standard training programs. As Izvestia found out, United Russia deputies will submit such a bill to the State Duma on March 10. The initiative has already been approved by the Russian Guard, the Ministry of Education and the Ministry of Education. Experts believe that the measure will help strengthen the security of people and facilities, as well as more effectively combat terrorist threats. Why do private security guards need specialized education
Rosgvardiya will be given the authority to train private security guards. The Agency will develop standard professional training and advanced training programs for them. As Izvestia found out, deputies of the United Russia faction will submit a bill with such amendments to the law "On Education" to the State Duma on March 10.
— The new law will improve the quality of professional training for private security guards, who will be trained according to uniform standards. Professional development programs will be developed by experienced practitioners and approved by the regulator in this field, Rosgvardiya. Thus, a single standard professional training program for security guards and heads of private security organizations will be launched throughout the country," Anatoly Vyborny, the author of the bill and deputy chairman of the State Duma Committee on Security, explained to Izvestia.
According to him, separate training programs for bodyguards will also be developed, which, in accordance with the new basic law on private security, are allocated to a separate category of guards.
According to the explanatory note to the draft law, which Izvestia has, it was the law "On Private Security Activities" that changed the approach to who should control and conduct the education of private security guards: the federal executive authority authorized in the field of private security activities. However, he did not give Rosgvardiya these powers. To change this, the deputies have developed amendments to the law "On Education". According to the authors, this will enhance the safety of protected people and facilities, increase the level of competence of private security, and consequently, their reliability, professionalism and status in society.
— A unified training methodology will make it possible to better prepare the protection of social facilities. Educational organizations will be guarded by well-trained people who know how to behave in the event of a particular threat. They will also receive special skills in rescuing people," Anatoly Vyborny added.
Currently, the training of PSC employees in Russia does not have a single standard. Non-governmental educational institutions (LEU) are engaged in the training of guards, which are licensed by the Ministry of Education and local governments with these powers, the developers of the bill explained. Based on the documents confirming the completion of the training, it is possible to obtain a certificate of a private security guard of the appropriate category from the Rosgvardiya.
They receive different quality of education in different regions and private organizations, which, according to the authors of the document, affects their effectiveness. In general, depending on the educational program, security guards today must undergo legal training — they must know the basics of criminal and administrative legislation, the use of physical force, and weapons. In addition, they can undergo tactical and special training - they know the methods of property protection, ensuring intra—facility and access control; fire and physical training; ensuring anti-terrorist security, etc.
But often it is not necessary to expect such training from security guards, especially in the regions. This is also evidenced by incidents in schools when students carry weapons into classrooms without hindrance, and the guards do not know how to react to this.
As the authors of the bill explained to Izvestia, after the adoption of the document, approaches to the organization of training and vocational training for employees of private security organizations will be reviewed. In particular, the educational and material base of educational organizations will have to strictly comply with the established requirements.
"The Federal Service of the National Guard Troops has reviewed and conceptually supports the draft law On Amendments to the Law On Education," says the Rosgvardiya review, which is available to Izvestia.
The Ministry of Education and the Ministry of Education, whose conclusions on the initiative are also available to the editorial board, have no comments on the draft law.
How will the new measure affect the improvement of the quality of security
Alexander Kozlov, President of the All-Russian industrial association of employers in the field of safety and security, the Federal Coordination Center for Heads of Security Structures, told Izvestia that the bill deserves support. According to him, neither the Ministry of Education nor the Ministry of Education has specialists who, for example, could control the training of guards in the use of weapons.
— This is very important because the security guards training program includes quite serious aspects. This includes possession of weapons, and the permissibility or inadmissibility of the use of physical force. That's why we're all for it," he explained.
The bill significantly tightens the requirements for the quality of training and competencies of private security guards, this is especially important due to the fact that some such services are ordered by budget institutions through public procurement, where the tender is won not by professional qualities, but by the cost of services, Sergey Saminsky, Deputy chairman of the Committee of the Chamber of Commerce and Industry of the Russian Federation on business safety, explained to Izvestia.
— The challenges faced by our country require the most responsible approach to the level of security guards' training. Their professional activities include a wide range of tasks, including the protection of schools, kindergartens, hospitals, and critical facilities. They are responsible for public order and anti-terrorist security. You need to have the highest qualifications to effectively counter the full range of modern threats," the expert explained.
According to him, the bill establishes a number of important standards that will increase the guarantees of high-quality fulfillment of contractual obligations by a security company to the customer of such services.
