Police officers for service in the Gaza Strip will be trained in Egypt. This was reported to Izvestia by Ahmad Majdalani, a member of the executive committee of the Palestine Liberation Organization (PLO). According to him, law enforcement officers will be subordinate to the Palestinian Authority. On March 4, the Arab League summit was held in Cairo, where Egypt presented a strategy for the reconstruction of the sector. The document provides for the phased reconstruction of Gaza and the creation of three zones where residents of the destroyed areas will be temporarily relocated. The PLO reported that Cairo's proposal opposes a project by US President Donald Trump aimed at evicting residents of the autonomous region.

The Gaza police will be subordinated to the Palestinian Authority

The reconstruction plan, which Cairo presented at the Arab League emergency summit on March 4, provides for the training of Palestinian police officers in Egypt. They will have to take over the maintenance of order in the region when control of Gaza passes to the Palestinian National Authority (PA). This was reported to Izvestia by Ahmad Majdalani, a member of the PLO executive committee.

— Palestinian police officers for service in Gaza will be trained in Egypt. This issue will be considered in preparation for the transfer of power in Gaza to the Palestinian National Authority and the exercise by the Palestinian government of its powers in the Gaza Strip, as is the case in the West Bank, Majdalani said.

At the same time, he noted that the law enforcement forces would be subordinate to the Palestinian authority in Ramallah, thereby refuting media reports that the police would not be affiliated with either Hamas or the PA.

— This is part of the support provided by our brothers in Egypt to train the Palestinian police forces, which should take over the responsibilities of maintaining security in the Gaza Strip. The police are subordinate to the Palestinian Ministry of the Interior," the PLO representative said.

Arab leaders gathered for an extraordinary summit to discuss the situation in Gaza and develop a unified approach to its restoration. The meeting was originally scheduled to take place on February 28, but was postponed due to logistical issues.

The training of Palestinian security forces is seen as part of a broader plan for the reconstruction of the Gaza Strip, which Egypt presented at the Arab League summit. The initiative, as stated by a member of the PLO executive committee, has received the support of Arab countries and is aimed not only at rebuilding the destroyed region, but also at countering attempts to "evict residents of the Gaza Strip."

February 4th Donald Trump said that the Gaza Strip will come under the control of the United States. The American president noted that the exclave could become a "Middle Eastern Riviera," but about 2 million residents need to be relocated from there.

The head of the White House expressed confidence that Egypt and Jordan will accept the Palestinians. Arab countries have criticized this proposal. Trump later stated that he was surprised by this refusal. He reminded that The USA "gives them billions of dollars annually."

— The plan that Egypt presented at the Arab summit for the speedy reconstruction of the Gaza Strip is the Palestinian—Egyptian plan. It was jointly agreed upon and submitted to the Council of Arab Foreign Ministers for adoption at the upcoming Arab summit," Majdalani said. — We believe that this plan expresses the consensus of the Arab countries today as part of efforts to counter US President Donald Trump's project aimed at evicting residents of the Gaza Strip and seizing it.

Egypt's Gas Proposal

One of the key elements of the Egyptian plan is the creation of an independent administrative structure in Gaza that will not be under the direct control of either Hamas or the Palestinian National Authority. According to Cairo's idea, this body will take over the management of the sector and will oversee the reconstruction process. This option, according to the Egyptian media, should reduce the level of political tension and ensure the impartial management of the processes in the exclave.

The issue of security also remains central to the Egyptian proposal. The backbone of the mentioned Palestinian police will be made up of former members of the PA security forces who remained in Gaza after Hamas came to power in 2007, the Egyptian newspaper Al Ahram writes, citing sources.

Arab countries have taken a unified position on the Palestinian issue. The political aspect of the plan will be continued in contacts between Saudi Arabia and the United States, and Egypt will play a major role in rebuilding infrastructure, Palestinian security expert Mohammed Al-Masri told Izvestia.

— We have not seen such inter-Arab solidarity since 1973. This summit showed that the Palestinian problem remains central to the region," the expert said.

Izvestia reference

The 1973 war between Egypt and Syria against Israel (the so-called Yom Kippur War) was one of the most important geopolitical events for the global economy and financial markets in the entire post-war era. The Arab States have imposed an embargo on the supply of oil to countries that support Israel. The main consequence was a two-and-a-half-fold increase in oil prices.

The reconstruction of the Gaza Strip will take place in three stages and may take up to five years. At the first stage, which will last six months, an "early recovery" program will be implemented — the creation of three "safe zones" inside the enclave, where residents of the destroyed areas will be temporarily resettled.

Mobile homes and shelters will be installed in these areas, as well as humanitarian aid supplies. Then the debris removal and restoration of key infrastructure facilities will begin. More than 20 construction companies from Egypt and other countries will be involved in the work, which will speed up the reconstruction process and create jobs for local residents.
