GOSTs for a smart home have appeared in the Russian Federation, which makes it possible to distinguish a building with a high-tech filling from marketing fakes. In addition to intercoms, there must be a security system there that detects movement, ignition and gas leaks, as well as resource-saving sensors that allow the temperature to be changed. The standards came into force on February 1. Experience shows that such documents are the basis for the formation of mandatory sets of rules for all market participants, market participants believe. What should be in a smart house

A smart apartment building (MFB) must be equipped with security sensors that detect movement, ignition and gas leakage (security and fire alarms), intelligent metering devices for water, gas and electricity, as well as resource-saving system, which, for example, when the temperature rises on the street will "turn down" the batteries and vice versa. In addition, intercoms are also provided for. This follows from a set of GOSTs for the smart home: "Architecture", "Basic set of devices and equipment" and others - all of which came into force on February 1, 2025.

A series of GOSTs describes the requirements for the basic set of devices and equipment of the smart home, defines its architecture, models of a unified digital environment and requirements for it, establishes general provisions in the field of design, production, type structure, device interfaces, as well as their compatibility with internal and external systems and much more, specified the head of Rosstandart Anton Shalaev.

- The creation of the largest series of standards for the digitalization of ICDs is the first step towards the formation of a safe and comfortable environment in Russian homes, which will improve the quality of life of our citizens. This environment will be based on the use of high-tech domestic equipment and software. The demand for such trusted solutions in our country is becoming higher and higher," said Vasily Shpak, Deputy Minister of Industry and Trade.

Formally, any GOSTs are not mandatory for developers, added Nikita Utkin, General Director of ANO "Smart MCD". Nikita Utkin. This organization participated in the development of standards together with officials and market participants. However, experience shows that over time, based on GOSTs, both regulatory documents and building codes of rules are developed, which are fundamental for all participants of the real estate market, the expert added. In addition, developers working under state and municipal orders must follow GOSTs, he explained.

One of the GOSTs presents a classification of smart homes by the level of equipment, which will allow buyers of new buildings to understand more precisely what exactly they are paying for and what they should get when the new building is delivered.

- Until there were no such criteria, there were serious discrepancies. For example, one of the developers indicated in their advertising materials that they were selling smart housing. But in practice it was about free apartment layouts, simply put, apartments without walls. But according to the developer's version, if there is a possibility of independent redevelopment of housing, it makes it "smart", - Nikita Utkin gave an example.

He noted that a significant part of developers already follow the provisions of these GOSTs, and there is a demand for smart solutions. In October 2024, ANO "Smart MCD", portal "ERZ.RF" (the largest database of developers) and Korol Media agency conducted a survey, the results of which showed that more than two-thirds of Russians would like their homes to have a smart system, and only less than 5% of respondents already live in such buildings.

Are builders ready to follow the new GOSTs?

A systematic approach to the digitalization of apartment buildings is aimed at improving the living environment, Konstantin Mikhailik, Deputy Minister of Construction and Housing of the Russian Federation, is convinced.

- The introduction of solutions for digitalization of apartment buildings is the result of joint interdepartmental work within the framework of the Smart Apartment Building project, the goals of which are to use information technologies to increase the level of safety of Russians, improve their living comfort, as well as to reduce the cost of digital solutions," he told Izvestia.

Thanks to the unification of technological approaches in the housing and utilities sector and modern digital technologies, the quality of life in apartment buildings will improve, said Deputy Minister of Digital Development, Communications and Information Technologies Andrei Zarenin.

Despite the fact that GOSTs are not mandatory requirements, they will be in demand as an element of development of a new area for the market, believes Anton Taraschansky, head of the Smart House project of the Airplane Group of Companies.

- If we are talking about new buildings, then, one way or another, many smart elements have already been implemented in the projects of the vast majority of developers, so GOSTs will rather streamline the technical solutions used, rather than increase the cost per square meter," he told Izvestia.

Mikhail Buzulutsky, President of Etalon Group of Companies, noted that the new standards streamline approaches to creating a smart home. GOSTs take into account the interests of all participants: developers, designers, management companies, equipment manufacturers and software developers, system integrators and telecom operators, the expert added. According to him, the direct impact of the standards on the cost of a square meter is still difficult to assess. At the same time, he noted that initial investments in technologies and energy-efficient solutions pay off during the operation of the building.

- In the next three to five years, the majority of new residential complexes will be equipped with smart home elements already at the construction stage. This is due to the growing requirements of residents for comfort and safety, as well as the cost-effectiveness of such solutions for management companies," said ER-Telecom Holding.

Standards are needed to systematize solutions and ensure compatibility of various devices, digital platforms, services and smart home systems, its press service noted. Obviously, the issues of communications and architecture of digital systems should be solved at the stage of design and construction of houses, it added.

According to MTS, more than half of those wishing to buy real estate in new buildings are interested in "smart" solutions. At the same time, the average cost of implementation is 1.5 thousand rubles per 1 square meter, depending on the number of systems and the class of the building. For the first time there are not only descriptions of typical architectures of digital housing, requirements to systems and equipment, but also classification of such houses by the level of equipment and functionality, the company added. For example, the basic set includes such solutions as IP intercoms, IP video cameras, smart locks, sensors for monitoring the state of engineering systems and determining emergency situations, smart lighting devices, smart metering devices.

The adopted GOSTs are an important step. Now the state will have to describe the obligation of their application, says Svetlana Perminova, General Director of Unicorn. In addition, we need mechanisms and tools of support from the state, addressed to the MC on the existing housing, so that the secondary housing will also become smarter, she concluded.
