When will the common MTPL insurance for Russia and Belarus work?
Citizens of Russia and Belarus will be able to buy a common CMTPL insurance policy for the two countries from April this year, told "Izvestia" director of the bureau "Green Card" of the Russian Union of Motor Insurers (RIA) Sergei Razuvan.
Our country has already formed the legislative base that is necessary to launch this system, the Central Bank's press service told Izvestia. The law authorizing such products came into force in 2025, but sales have not yet started, said Anna Yezhikova, project manager of the motor insurance underwriting department of Absolute Insurance. The cost of MTPL insurance will increase only for car owners who specifically choose to expand coverage to the second country. It is expected that the price of such a policy will be about 10-15% more than the classic contract, said Anna Yezhikova. At the end of November 2024, the average cost of compulsory car insurance in the Russian Federation amounted to 7.5 thousand, reported in the RAMI.
For general insurance also provides a tariff corridor, insurers will be able to set the cost only within these limits, added Sergei Razuvan of RAMI. According to him, when issuing MTPL insurance with the extension to Belarus for passenger cars will have to pay an average of just over Br3 thousand.

"Blue Card" is a new system of international car insurance for those traveling abroad, an analog of the earlier "Green Card". Until June 30, 2023 Russia was a member of this system, but due to sanctions Russia's membership was suspended indefinitely. The "Blue Card" officially started working on April 1, 2024. A separate agreement with Belarus on mutual recognition of policies has been in force since September 2023. When traveling by car to countries that have not yet joined the new system, Russians must purchase a local automobile liability policy.
The average price of the "Blue Card" for a trip to Belarus for a passenger car is now about 1.1 thousand for 15 days, about 1.4 thousand for a month and almost 7 thousand for a year, said co-owner of the insurance broker Mainsgroup Sergei Khudyakov. According to him, Belarusians have similar rates when traveling in Russia. Therefore, for the citizens of the neighboring country, often visiting Russia, the purchase of a general MTPL policy will be as beneficial.

The general MTPL insurance will operate in the same way as local policies now operate in each country: the participants of the accident will have to draw up a europrotocol or call the traffic police, explained Sergei Razuvan of RAMI. If the accident occurred in Belarus, the victim must apply for compensation to the Belarusian Bureau of Transport Insurance. It will settle the case, and after reimbursement will bill the Russian insurer for reimbursement of expenses. If the accident with a Belarusian car occurred in Russia, the Green Card Bureau of RAMI will settle the case, the expert said.
