The meeting of the State Council was devoted to the issues of family support. This topic was one of the central ones on the president's direct line the day before. According to the latest data from Rosstat, in the first six months of 2024 in the Russian Federation recorded a historic low birth rate. During this period, 599,600 children were born in the country, which is 16,600 people less (3%) than in the same period last year.
The negative trend of declining birth rate and postponing the time of marriage, which persists in Russia today, must be reversed, the president said. He called for the development of further measures that would not only improve demography, but also encourage Russians to have three or more children.
Today, more than a third of citizens (33.7%) note that they do not want to give birth due to inappropriate age, the head of the People's Front executive committee, Mikhail Kuznetsov, told Izvestia. The average age at which Russians have their first child is 28-29 years old, he noted.
Among the measures of support, the President proposed to first eliminate restrictions on the pension rights of parents of five or more children. Now childcare is counted in the work record, but in total it can not exceed six years, and starting with the fifth child and no pension coefficients are not accrued at all. The President emphasized that it is necessary to take into account the periods of care for each child up to 1.5 years in the amount of pension.

Later, Deputy Prime Minister Marat Khusnullin clarified to journalists that the program for secondary housing, obviously, will not apply to Moscow and St. Petersburg. Today such a lump sum payment by companies to their employees is already exempt from personal income taxes and insurance contributions, he reminded.
Thus, Vladimir Putin proposed to increase to 1 million tax- and insurance contributions-free amount (today it is only 50 thousand rubles) of corporate maternity capital, paid by companies to their employees. In addition, organizations can support employees with families not only with payments, but also with vouchers, additional days off, said Vladimir Putin. The State Duma's specialized committee on family protection, paternity, maternity and childhood issues told Izvestia that the support measures announced at the State Council meeting will be worked out in the near future.
The regions are also waiting for help. Thus, Deputy Prime Minister Tatyana Golikova reminded that from January 1, 41 regions, where the total birth rate is below 1.41, will receive additional financial support in the amount of 75 billion rubles. As a rule, these are the regions of Central Russia, the North-West and the Volga region, she noted.
The participants of the meeting separately thanked the President for the decision to hold the Year of the Family in 2024. According to the Minister of Labor, it has become the most recognizable among all the thematic directions, which are announced in different years. At the same time, Vladimir Putin proposed the theme of the next year - it will be the Year of the Defender of the Fatherland, as in 2025 the 80th anniversary of the Great Victory will be celebrated.
