Russia has developed a GOST for a set for newborns, which regional authorities give to parents. Roskachestvo has prepared a draft standard, it will be mandatory for companies that participate in public procurement, the organization told Izvestia. The gift will include a blanket, knitwear for children, oilcloth, dishes, pacifier, hygiene products and other items. All these items must have a quality certificate, which proves that the goods meet the mandatory standards.
What will be included in a gift for newborns
Roskachestvo has prepared a draft standard for a gift for newborns, it is planned to be approved by the middle of 2025, the organization said. "Izvestia" familiarized with the document. It follows that the gift should include baby clothes and accessories, as well as baby care items from zero to six months, in particular knitted underwear, blankets, oilcloth, dishes, hygiene products, toys and pacifiers. All items must be in neutral colors and in separate packaging. This is a list for the authorities as a guideline of what can be included in a gift.
At the same time, all products must be produced at enterprises that operate in the same region, the GOST says. The standard also suggests that all quality and safety of goods should be confirmed by accompanying documents - certificates of compliance with mandatory requirements.
The standard states that local authorities can form a set according to two scenarios: basic, if it consists of a list of recommended goods, and alternative, when parents themselves choose the products they need. Then the authorities can give gift certificates, discount coupons for those products, the manufacture of which is localized in the region. As a result, the set should be given to the family at discharge from the maternity hospital, and free of charge. GOST will be mandatory for regions that purchase such kits from manufacturers and suppliers within the framework of public procurement, noted in Roskachestvo.
The organization also recalledthat the Ministry of Industry and Trade back in 2019 made draft recommendations for regional authorities on how to form a gift for newborns. Already the following year it was implemented in 22 subjects, said in Roskachestvo. In many regions, for example, in Moscow and Tatarstan, the requirements for such a set were approved at the level of the subjects.
- At the same time, the composition, and most importantly, approaches to the formation of a gift for newborns in the regions vary greatly, someone gets a box, someone- money certificates or cards on which he can buy goods, - noted there. - The task of GOST is to promote goods for children, produced in the regions, and at the same time to ensure the state order for such products. Quality goods will have an advantage, and it will not be possible to put something dubious in the set.
How Russian regions support parents
The government of the Belgorod region told "Izvestia" that the regional gift includes a baby cocoon, a puzzle mat, a silicone night light, a bathing set, a baby brush and comb, sticker toys for bathing, an electronic thermometer, silicone dishes, a baby plaid, and so on. In 2024, the maximum cost of such a set amounted to 6.2 thousand rubles.
The government of the Perm Territory specified to Izvestia that the cost of a complete kit in the region is 4.3 thousand rubles. They also pointed out that its costs are growing annually, for example, from 78.8 million rubles in 2023 to 87 million rubles in 2024, with plans for next year - 96.5 million rubles. The Omsk region said that they, as well as some other regions, do not provide for gifts. "Izvestia sent inquiries to all the subjects. The Association of Children's Goods Industry Enterprises (AIDT) declined to comment.
The StateStandard on gifts for newborns is important for the entire industry, Tatyana Butskaya, deputy chairman of the State Duma Committee on Family Protection, Paternity, Maternity and Childhood, told Izvestia.
- The approach described in the standard, in which local authorities should purchase only products from local manufacturers for gifts, will help develop the industry in the regions. We are talking about the social ruble, which will also allow to support the employees of such enterprises. Taking into account the fact that 1.3 million babies are born in the Russian Federation every year, we are talking about substantial investments in local factories," she said.
A gift for newborns is a support for parents; in addition, the Russian Federation has more serious measures to stimulate the birth rate. The authorities take a comprehensive approach to this issue: for example, the regions offer a single allowance for families with children, maternity capital, family mortgage, payments after the third child to repay it and much more. But experts still highlight the problems that should be solved to increase demography, said in the analytical note of the National Research University Higher School of Economics "Analysis of programs to increase the birth rate in the subjects of the Russian Federation and systematization of implemented measures". Thus, in 50 out of 72 regional programs, the experts highlighted the following factors: insufficient infrastructure development, low reproductive health of the population and housing for families with children. One third of the regions also emphasize the lack of the required number of medical personnel, especially specialized specialists - gynecologists, obstetricians, neonatologists and so on. All these problems will have to be solved in the near future.

He emphasized that the birth rate in Russia is 1.4%, although there were periods when it rose to 1.7%, for comparison: in the USSR it was up to 2%. The fact is that the female population is decreasing in our country: the number of women of childbearing age has decreased by 30%, he also said. The head of state noted that the goal is to raise the birth rate to at least 2.1%.
