Phone fraud has been elevated to the level of state policy in Ukraine as one of the lines of attack against Russia. Vladimir Putin said this at a meeting with members of the Council for the Development of Civil Society and Human Rights on 10 December. The President promised to draw the attention of the Prosecutor General's Office of the Russian Federation to this problem, he will instruct it to consider proposals of ways to block the shaft of calls from intruders. In addition, the HRC meeting put forward initiatives in the field of human rights, including the creation of special language training centers for migrant children, a new ANO "National Human Rights Committee," as well as an international non-governmental organization within the BRICS framework to monitor the observance of human rights.

Teacher workload and migration policy

On December 10, Vladimir Putin held the annual meeting of the HRC, which was held via videoconference and timed to coincide with International Human Rights Day. The meeting discussed a wide range of pressing social issues, including, for example, the quality of education in Russia. In his opening speech, the Russian leader called for reducing the bureaucratic burden on teachers.

- A teacher should have as much time as possible for the meaningful teaching and education he or she is called upon to provide, and for this it is necessary to reduce the bureaucratic part of his or her work," said Vladimir Putin. - Frankly speaking, we are constantly talking about it lately - about the overload of various reporting documents both doctors and teachers. We have been talking about it for a long time, we address it all the time. I hope that something is changing for the better - probably not so much yet. I hope that you, being persistent people, will be able to help achieve visible results here.

In his turn, HRC Chairman Valery Fadeyev proposed to return the average score for assessing the knowledge of schoolchildren in the subjects in which they do not pass the USE - it can be taken into account when entering universities. The head of state supported this initiative. According to Fadeev, such a measure is necessary to improve knowledge in history, geography and literature, among other subjects. Putin emphasized that knowledge of these subjects should be taught comprehensively, because they form our cultural code.

"If we turn to history, in famous periods of history, when our people fought for their independence, for the future of the country, our adversary said that the Soviet Union was winning on the battlefields thanks to our teachers. This is true. We need to do it together," Vladimir Putin noted.

Another hot topic was the issue of migration policy. In early November, the Council of Federation approved a package of legislative initiatives aimed at combating illegal movement across the border. The bills were prepared and submitted to the State Duma by a group of more than 350 deputies headed by Vyacheslav Volodin, chairman of the lower house, and Irina Yarovaya, deputy speaker.

The HRC considers it important to increase the responsibility of employers for foreigners they invite to work. As Fadeyev explained, this includes the validity of a migrant worker's entry into the country, providing him with medical insurance, and resolving housing issues. The HRC also considers it necessary to create a mechanism to counteract the uncontrolled transition of migrant workers from one sphere of employment to another. In Fadeev's opinion, when inviting foreigners to work, it is necessary to use the "shift method": come, get legalized, work out a contract, and leave.

At the same time, the issue of Russian language skills remains a problem. Earlier, the speaker of the State Duma Vyacheslav Volodin said that now 41% of migrant children studying in schools do not know or poorly know our language. At a meeting with Vladimir Putin, the head of the HRC suggested creating special language training centers for migrant children. According to Fadeyev, HRC members have already sent a letter to the State Duma with proposals on this topic.

State Duma deputy Irina Filatova considers such an idea ambiguous. She believes that migrant children should in any case be divided into those who have already been assimilated into Russian society and received Russian citizenship, and those who have not yet undergone these processes.

- For the first category of children, the creation of separate schools could be interpreted as discrimination. It would be an exception to the general civil rights enshrined in the Constitution of the Russian Federation. As for children from the second category, education in specialized schools is possible if their command of the Russian language does not imply being in general educational institutions," she told Izvestia.

At the same time, in her opinion, the creation of such a center should be financed not by the federal budget, but by either employers or migrants themselves.

Support for servicemen and human rights activities abroad

A significant part of the meeting was devoted to the HRC's interaction with the participants of the NWO and their families. Vladimir Putin noted the importance of the Council's work in close contact with the Public Chamber and volunteer organizations, as well as the Defenders of the Fatherland Foundation. In particular, Putin was reported on problems related to support for servicemen. Yulia Belekhova, head of the Autonomous Nonprofit Organization "Committee of Families of Fatherland Warriors" told about a case in Buryatia, where a man who had worked 20 years in the Emergencies Ministry and participated in the Defense Forces was tried to be evicted from his service apartment together with his family. The President promised to look into the situation and also to check how financial support is organized for the families of the families of missing servicemen.

On International Human Rights Day, the President also spoke about the moratorium on the death penalty, which has been in effect in Russia since 1997. Russia does not introduce it even in the context of the SWO, despite the fact that "a significant number of citizens and political figures raise this issue all the time," Vladimir Putin noted. As one of the examples of humane treatment of people, the President called the reduction in the number of people in places of deprivation of liberty. He urged to continue this work and pay special attention to the conditions of detention of prisoners. The Russian leader also suggested thinking about creating a structure to support people coming from Ukraine. One of the HRC members suggested giving this responsibility to the Defenders of the Fatherland Foundation, but Putin explained that this organization should primarily deal with the defenders of their own country.



The meeting also touched upon the issue of international human rights activities. Putin was reported on the creation of an autonomous non-profit organization (ANO) "National Human Rights Committee". In addition, for the further development of international human rights, HRC member Alexander Ionov urged the president to support the initiative to create an international non-governmental organization within the BRICS framework "in order to form a new global architecture of humanity".

- Under the auspices of this organization, a multi-lingual human rights monitoring portal will operate, where publicly available summary information on reports on the observance of human rights in different regions will be posted," he said.

The President of the Russian Federation supported the ideas. By the way, later in the day, Vladimir Putin met with Indian Defense Minister Rajnath Singh at the Kremlin. India is Russia's most important partner in BRICS.

Igor Ashmanov, head of Cribrum, raised the topic of telephone fraud at the meeting. He said that millions of calls a day are made from Ukraine, the purpose of which is to intimidate or recruit Russians. Putin emphasized that he would draw the attention of the Prosecutor-General's Office to the problem of Ukrainian scammers and instructed it to consider proposals for ways to block the flood of calls from intruders.

- As for the fact that certain actions are being taken from the territory of Ukraine, it is absolutely certain, we know it, it is elevated to the rank of state policy, it is one of the lines of attack on you and me, on our population, - said the head of state. - This is often done simply by state bodies or bodies or structures that are under Ukrainian state control.

A member of the political technology committee of the Russian Public Relations Association, Pavlo Sklyanchuk, believes that phone scammers from Ukraine are a threat to national security.

- It is obvious that they feel impunity, and it is virtually impossible for our law enforcers to investigate such cases, unlike, for example, cases when Russians become extortionists. I think there should be systemic measures from cellular operators as well, at least until the end of the SWO: if a call is detected from the territory of Ukraine, the subscriber should be notified about it," the expert told Izvestia.

On December 9, the Russian Federal Security Service drew attention to the fact that special services of unfriendly countries, in particular Ukraine, are more and more actively involving Russians in illegal activities through blackmail, bribery attempts and deception. Such foreign fraudsters may present themselves as law enforcement officers. Before that, on October 14, Russian Deputy Interior Minister Igor Zubov said that there are call centers in Ukraine that are run by the country's special services. The activities of these illegal organizations are directed against Russian citizens: the attackers report false bombings of facilities in the Russian Federation and try to steal money from people.
